An Ontario man who was free on bail on charges of sexually assaulting children has been arrested after he was allegedly caught sexually assaulting more children.

On Aug. 15, Windsor police announced that Qasim Sabi, 22, had been arrested in connection with two apparently random sexual assaults targeting a pair of boys, aged eight and 10, playing in a residential neighbourhood.

“The suspect allegedly attempted to kiss the 10-year-old boy, who was able to avoid the advance,” reads a police statement. “The suspect then reportedly kissed the eight-year-old boy on the cheek twice.”

This is the third time in three years that Sabi has been charged with a sex crime targeting children. In each of the previous instances, he was released with conditions, only to allegedly find more children to victimize.

In the most recent instance, which occurred at 10 p.m., Sabi appears to have been in direct defiance of a bail condition that required him to remain in his home between 10 p.m. and 6 a.m.

The conditions were in connection with a string of sex-crime charges laid against Sabi in May 2025.

Although the Windsor police did not detail the particulars of the May incident, it resulted in Sabi being charged with one count of sexual assault, one count of common assault and two counts of sexual interference.

The charge of sexual interference is laid in cases where the victim is a minor. According to the Criminal Code, it applies in cases where a person touches the body of someone under 16 years old “for a sexual purpose.”

Sabi was charged with those crimes while he was already on bail for an even earlier set of charges for allegedly victimizing a minor.

In 2023, when Sabi was 19, Windsor police named him in connection with a sex-crime investigation involving a 17-year-old victim.

“In early August 2023, the Windsor Police Major Crimes Unit initiated an investigation after receiving a report that a 17-year-old girl had been sexually assaulted by a male acquaintance on numerous occasions,” read the police statement at the time.

In addition to a charge of assault and sexual assault, police also charged the then 19-year-old Sabi with “failure to comply with a release order,” indicating that he allegedly sexually assaulted the victim while already on bail for an even earlier charge.

With the Aug. 15 incident involving the two boys, this makes three times that Sabi has been charged with victimizing a child after being released on bail from an earlier charge.

What’s more, at least two of the alleged crimes seem to have occurred in the immediate vicinity of Sabi’s home.

In the August 2023 case involving the 17-year-old victim, Sabi was arrested “in the 3400 block of Bloomfield Road.” The street is located in a neighbourhood roughly halfway between the Canadian approaches for the Ambassador Bridge and the newly opened Gordie Howe Bridge.
